# IL 101 — Project Charter 提交檢查表 / Submission Checklist

在提交 Project Charter 前，請逐項確認：

- [ ] 每個必填欄位都已填寫，沒有空白欄位（若真的不適用，寫明原因而非留白）。
- [ ] Problem statement 具體描述現況與落差，不是只有「效率不佳」這類無法查證的句子。
- [ ] Baseline 有引用具體數字，並標記是「估計」還是「已驗證」。
- [ ] 至少一個 success metric 具備單位、分子分母、資料來源、觀測期間、負責人（依 Module 3 的指標卡格式）。
- [ ] In scope／out of scope 清單明確列出至少 3 項各自的內容。
- [ ] 已列出至少 3 項關鍵依賴（資料、系統、人員或審核流程）。
- [ ] AI 與人的責任分工清楚，且人保留最終責任的環節有被明確寫出（不是「AI 全自動」）。
- [ ] Go / No-Go criteria 是可判斷的條件，不是「看情況」這類無法驗收的說法。
- [ ] Executive Sponsor 與 Business/Process Owner 已確認同意（非學員單方面填寫）。
- [ ] 若使用合成資料（如 SYN-CS-001），已標明合成聲明；若使用真實企業資料，已依組織資料政策取得授權。

Before submitting a Project Charter, confirm each of the following:

- [ ] Every required field is filled in; no blank fields (if truly not applicable, state why instead of leaving it blank).
- [ ] The problem statement concretely describes the current state and the gap, not an unverifiable phrase like "efficiency is poor."
- [ ] The baseline cites a specific figure and labels it "estimate" or "validated."
- [ ] At least one success metric has a unit, numerator/denominator, data source, observation period, and owner (per Module 3’s metric-card format).
- [ ] The in-scope/out-of-scope lists each name at least 3 concrete items.
- [ ] At least 3 key dependencies are listed (data, systems, people, or an approval process).
- [ ] The AI/human responsibility split is clear, and the point where a human keeps final responsibility is explicitly written out (not "AI does everything automatically").
- [ ] The Go/No-Go criteria are judgeable conditions, not an unassessable phrase like "it depends."
- [ ] The executive sponsor and business/process owner have confirmed agreement (not filled in unilaterally by the learner).
- [ ] If synthetic data (e.g. SYN-CS-001) is used, the synthetic disclaimer is included; if real company data is used, it has been authorized per the organization’s data policy.
